How did the community and the Homeowners fair in 2009?

We did not hear anything from the HOA until it's time to pay up. They have become a body whose sole purpose is to collect money and spend it on their lawyer friends to the tune of 120k in 2007 and 70k in 2008. Why aren't we holding them accountable?

That is correct Mr. Gammon and his staff and the current HOA president is in together to steal our money.
